Should readers leave negative reviews?

Recently, I've seen a lot of discussion about why readers should not leave low-star reviews for books. They argue that leaving these reviews can ruin an author's self-confidence and can negatively affect the book's sales.

This evening, I was going to submit an interlibrary loan request for a book by one of my favorite indie authors. Before I submitted my request, I checked WorldCat to see how close of a library had the book. The closest library on that database that had a copy of that book was in Wisconsin; I live in Texas.
